SIMS MEDIEVAL PEASANTS!!!!!?

Okay so it says for my monarch that I have to hold a court and hear three petitions and I know that you have to click the throne and hit hold court to do that, but every time I do that no peasants come and I always fail that. D:> how do you get them to come! I've tried inviting them over and they don't do anything! HELP!?
